The Board of Trustees may appoint an attorney or attorneys as needed, to serve as Legal Counsel and to advise the Board. Such attorneys shall attend regular and special meetings of the Board when requested and be available for consultation as needed. An attorney shall be employed on a "time" or "retainer" basis as determined by the Board.
